ITC Statement on the SPEED Act

As comprehensive permitting reform becomes increasingly critical, ITC endorses the SPEED Act, introduced by Chairman Bruce Westerman and Rep. Jared Golden. This bipartisan legislation is a positive step forward for connecting low-cost energy sources, ensuring reliability, and leading the AI race.

The SPEED Act includes several beneficial provisions, including revisions to the National Environmental Policy Act (NEPA) process and reforms to post-agency-decision judicial procedures. The legislation addresses many of the reform elements that ITC has long advocated for to enable timely infrastructure buildout. Reforming the permitting process for transmission infrastructure will enable us to improve reliability, add jobs to the economy, and provide families and businesses with the lowest-cost energy sources while meeting increasing demand. We firmly believe that reducing environmental impact and streamlining permitting processes are not mutually exclusive goals – we can and must do both.

We are energized by the momentum and ongoing conversations among policymakers, but we know that bipartisan reform will be necessary for ensuring certainty and durability in our permitting processes. As the largest independent electricity transmission company in the country, we are keenly aware of the lengthy timeline for building transmission, which only delays the delivery of benefits to our communities. We look forward to continued collaboration to meet the moment on our nation’s energy needs.
