ITC Midwest Awards $5,000 Grant to Support Donnellson Housing Subdivision Planning

DONNELLSON, IOWA (November 3, 2025) — ITC Midwest has awarded a $5,000 Power of Connection grant to the City of Donnellson to support planning for a new housing subdivision. This funding will help the community explore cost-effective options for developing new housing and infrastructure for approximately 40 new building lots.
The City of Donnellson is purchasing close to 20 acres of land on the southwest side of the community, with plans to work with developers to build homes over the next decade. The city’s engineering firm has already prepared a possible subdivision layout and cost estimate for the infrastructure, assuming concrete streets with curb and gutters. With the Power of Connection grant, Donnellson will conduct additional planning to consider alternative subdivision layouts, street surface types, and phased infrastructure scenarios to identify the most cost-effective approach for new home construction.
“This grant allows Donnellson to take a thoughtful, strategic approach to growing their community,” said Southeast Iowa Regional Planning Commission Assistant Director Zachary James. “By exploring different options, we can ensure that this subdivision meets the needs of current and future residents while making the best use of our resources. We are really excited at the opportunity to assist the city in this process and to bring more housing to the community.”

About the Power of Connection Program
The Power of Connection community grant program is an initiative of ITC Midwest and the Iowa Rural Development Council (IRDC). This innovative economic development program is designed to pair rural communities seeking assistance with IRDC resource teams. Those teams drive both community conversations and solution development for problems or projects.
Communities eligible for the Power of Connection program must have populations of under 10,000 and be outside of a metropolitan area. Power of Connection grant dollars cannot be used for construction, real estate or equipment.
