Joseph L. Welch
Chairman, President and Chief Executive Officer
As chairman, president and chief executive officer, Mr. Welch is responsible for the strategic vision and overall business operation of ITC Holdings and its subsidiaries. Under Mr. Welch's leadership, ITC and its subsidiaries have been singularly focused on investing in the high-voltage transmission system in order to provide best-in-class service to customers. ITC is pursuing transmission infrastructure improvements that will increase reliability, reduce constraints and lower the total cost of delivered energy.
Since the beginning of his career in the utility business in 1971, Mr. Welch has held positions of increasing responsibility in the electricity transmission, distribution, rates, load research, marketing and pricing areas, and regulatory affairs that included the development and implementation of regulatory strategies. He established ITCTransmission as a stand-alone entity from its parent corporation in 2003 and as the country's first, and to date, only publicly-traded, independent transmission company in 2005.
Mr. Welch has a Bachelor of Science degree in Electrical Engineering from the University of Kansas and is a licensed professional engineer in the state of Michigan. Mr. Welch is a member of the Board of Directors of the Detroit Regional Chamber of Commerce, has been appointed to the Great Lakes Wind Council by Michigan Governor Jennifer M. Granholm, and is on the Advisory Board of the University of Kansas College of Engineering.
Linda H. Blair
Executive Vice President and Chief Business Officer
Ms. Blair is executive vice president and chief business officer for ITC Holdings Corp. She is responsible for managing each of ITC's regulated operating companies and the necessary business support functions, including regulatory strategy, federal and state legislative affairs, community government affairs, human resources, marketing and communications, and information technologies and facilities.
Ms. Blair was formerly senior vice president of business strategy for ITC. In this capacity she was responsible for the development and execution of all of ITC's short-and long-term strategic planning, including the newly created ITC Grid Development subsidiary.
Ms. Blair was manager of transmission policy and business planning while ITC was a subsidiary of DTE Energy. Ms. Blair has also served as a supervisor of regulatory relations within Detroit Edison's Regulatory Affairs organization. In this position, her responsibilities included the development and management of all regulatory relations and communications activities with the Michigan Public Service Commission and the Federal Energy Regulatory Commission.
Ms. Blair earned both her MBA and a Bachelor of Science in Public Affairs Management from Michigan State University and is a board member of The Heat and Warmth (THAW) Fund and the Novi Parks Foundation.
Jon E. Jipping
Executive Vice President and Chief Operating Officer

Mr. Jipping, executive vice president and chief operating officer, is responsible for transmission system planning, system operations, engineering, supply chain and field construction and maintenance. Mr. Jipping was previously senior vice president of engineering, responsible for transmission system design, maintenance and project engineering, after being promoted from Director of Engineering.
Prior to joining ITC in 2003, Mr. Jipping joined Detroit Edison in Engineering Research in 1989. During his career at Detroit Edison, Mr. Jipping held positions of increasing responsibility in Transmission System Operations; Transmission and Sub transmission Planning; and Service Center Operations. Mr. Jipping earned a Bachelor of Science degree in Electrical Engineering from Calvin College and a Masters of Science degree in Electrical Engineering, concentrating in power systems, from Michigan Technological University. A registered professional engineer in the state of Michigan, Mr. Jipping currently chairs the Michigan Technological University’s Department of Electrical and Computer Engineering External Advisory Committee. Mr. Jipping also resides on the Edison Electric Institutes’ CEO Policy Committee on Energy Delivery and is a member of the North American Transmission Forum.
Cameron M. Bready
Senior Vice President, Treasurer and Chief Financial Officer
As senior vice president, treasurer and chief financial officer, Bready brings 15 years of financial and accounting experience to the company. Bready is responsible for the company's accounting, finance, treasury, and other related financial functions. Prior to joining ITC, Mr. Bready served as vice president of finance at Northeast Utilities in Hartford, Conn., where he was responsible for the financial assessment and structuring of the company's FERC regulated transmission and state regulated distribution infrastructure investments in the Northeast. He also oversaw financial policy matters, including cost of capital and capital structure requirements and dividend policy, as well as all corporate financial planning and analysis functions.
Prior to this post at ITC, Mr. Bready served in various senior management positions at Mirant Corporation, a large wholesale electricity generator based in Atlanta, Georgia. Prior to Mirant, Bready worked as a senior manager in the Transaction Advisory practice at Ernst & Young and an audit manager for Arthur Andersen.
Mr. Bready holds a Bachelor of Business Administration degree from Oglethorpe University in Atlanta. He is also a Certified Public Accountant.
Daniel J. Oginsky
Senior Vice President, General Counsel
Mr. Oginsky is responsible for ITC's legal affairs, counseling the company on legal matters, and managing the company's legal department. Prior to joining the company, Mr. Oginsky served in private practice in Washington, D.C. and Lansing, Michigan. In private practice, while focusing on energy matters, he advised and advocated for ITC and other clients on regulatory, administrative litigation, legislative, transactional, property tax, and other matters.
Mr. Oginsky earned his Juris Doctorate degree from George Washington University in Washington, D.C. and his Bachelor of Arts degree from Michigan State University in East Lansing, Michigan. He is admitted to the State Bar of Michigan and the Washington, D.C. Bar, and is a licensed lobbyist in Michigan.
Edward M. Rahill
Senior Vice President, President ITC Grid Development
Mr. Rahill is responsible for ITC Grid Development LLC and its subsidiaries, including ITC Great Plains, LLC. ITC Grid Development is responsible for all business development activities of ITC Holdings throughout the country, including new transmission ventures, mergers and acquisitions.
Prior to his current position, Mr. Rahill was senior vice president and chief financial officer (CFO) for ITC Holdings and also oversaw business development activities at ITC Grid Development. He joined ITC Holdings as CFO in 2003 and oversaw the company's rapid transition from a privately-held company to a New York Stock Exchange listed public corporation in 2005. In addition, Mr. Rahill oversaw the acquisition of METC in 2006 and the acquisition of the Interstate Power & Light Company transmission assets in 2007.
Mr. Rahill joined ITC Holdings from DTE Energy where he managed the planning and corporate development functions. He joined DTE in 1999 as the manager of mergers, acquisitions and alliances. Mr. Rahill has over 25 years of professional and executive experience with leading energy and Fortune 500 companies such as Equitable Resources, Bell & Howell, Atlantic Richfield and Carborundum Corporation.
Mr. Rahill earned a Bachelor of Business Administration degree from the University of Notre Dame and an MBA in Finance and a Masters Certification in Economics from State University of New York at Buffalo.
Denis Y. DesRosiers
Vice President, Information Technology and Facilities and
Chief InformationOfficer
Mr. DesRosiers, vice president of information technology and facilities and chief information officer, is responsible for information technology and facilities planning, implementation and security. As CIO, he provides leadership for the strategic use of IT and facility resources in support of IT'C's mission and goals. Prior to joining ITC in 2003, Mr. DesRosiers served as business development analyst of the transmission group at Detroit Edison, where he acted as liaison for all Ontario electricity market and transmission issues.
Mr. DesRosiers earned a Bachelor of Mathematics with a major in statistics from the University of Waterloo.
Joseph R. Dudak
Vice President, Major Contracts and Special Projects
Mr. Dudak is responsible for suppliers, capital projects, operations and maintenance management and services for ITC's assets company-wide. Prior to joining the company in April 2003, he worked as a management consultant to energy, utility and manufacturing clients. He retired from National Steel in 2001, where he held a variety of executive and management positions in energy and environmental affairs, purchasing, strategic sourcing, transportation, special projects and asset sales.
He earned a Bachelor of Science degree in Mechanical Engineering Technology from Western Michigan University, an MBA from Robert Morris University, and holds a lifetime Certified Purchasing Management (CPM) certification from the Institute for Supply Management.
Elizabeth A. Howell
Vice President, Operations
Ms. Howell, vice president of operations, is responsible for the operation of the electric transmission system of ITC's operating subsidiaries, operations engineering, reliability standard compliance, and safety. Prior to her current position, Ms. Howell served as director of operations for ITC and the manager of the Michigan Electric Coordinated Systems Control Area. She also spent 10 years at Detroit Edison in various engineering capacities, including principal engineer on the project to implement Michigan's Electric Choice Program.
Ms. Howell earned a Bachelor of Science in electrical engineering from Lawrence Technological University and a Master of Science in electrical engineering from Michigan State University. She is a NERC certified system operator and is a board member of the Midwest Reliability Organization.
Gregory Ioanidis
Vice President, Business Strategy
Mr. Ioanidis, vice president of business strategy, is responsible for regulatory affairs, transmission pricing, state governmental and legislative affairs, stakeholder relations, community and government affairs and internal and external communications. Prior to joining ITC Holdings Corp., Mr. Ioanidis was the principal analyst in the Transmission/Business Development and Strategy Department at Detroit Edison, where he worked on the transmission strategic business plan, culminating with the formation of subsidiary ITC, and supported regulatory strategy and advocacy efforts related to the independent transmission company business model.
Mr. Ioanidis earned an Honors' Bachelor of Mathematics in actuarial science with a minor in statistics from the University of Waterloo. He also earned an MBA with a minor in production/operations from the University of Windsor.
Christine Mason Soneral
Vice President and General Counsel, Utility Operations
Christine Mason Soneral, vice president and general counsel, utility operations, is responsible for legal matters connected with the operations, capital projects, contract, property and litigation issues of ITC's independent transmission company subsidiaries.
Ms. Mason Soneralhas extensive legal experience in the energy, telecommunications and public utility industries.Ms. Mason Soneraljoined ITC in 2007 from Dykema, a Detroit-based law firm. She has represented clients before various courts, the Michigan Public Service Commission, the Michigan Tax Tribunal and other tribunals.
Ms. Mason Soneral earned a bachelor's degree from Michigan State University and a Juris Doctor degree from Indiana University. She sits on the Judicial Qualification Committee of the State Bar of Michigan and serves on the board of the College of Social Sciences Alumni Association at Michigan State University.
Thomas W. Vitez
Vice President, Planning
As vice president of planning, Mr. Vitez, formerly director of reliability planning for ITC subsidiaries ITCTransmission and Michigan Electric Transmission Company, LLC (METC), will be responsible for all system planning. Mr. Vitez joined ITC as principal engineer in transmission projects in 2001 when ITCTransmission was established as a separate subsidiary of Detroit Edison.
Mr. Vitez earned a bachelor's degree in electrical engineering from the University of Cincinnati and a master of business administration degree from the University of Michigan. He began his career in the utility industry in 1981 with Cleveland Electric Illuminating Company, a subsidiary of FirstEnergy. He joined Detroit Edison in 1992. During his career, he has been responsible for residential development of distribution systems, demand side management options, transmission planning and reliability planning.
Mr. Vitez serves on a variety of industry working groups and panels and is past chairman of the East Central Area Reliability Council's (ECAR) Future System Study Group as well as the ECAR Transmission System Performance Panel Working Group. He also served on the North American Electric Reliability Council (NERC) Distribution Factors Task Force and is past chair of the Midwest Independent System operator (Midwest ISO) Expansion Planning Group and currently participates in Midwest ISO's Planning Advisory Committee.
Terry S. Harvill, Ph. D.
Vice President, Energy Policy
Terry S. Harvill, Ph. D., vice president of energy policy, is responsible for identifying, developing and implementing company positions and strategies on key energy policy issues that impact ITC and its customers. Dr. Harvill was previously vice president of energy policy for Constellation Energy Resources, Inc., where he was responsible for the development and implementation of Constellation’s federal and state government legislative and regulatory policies in North America. Previously, Dr. Harvill was Director of Regulatory Policy and Operation for DTE Energy where he developed the company’s regulatory policies and strategies. He has also served as a Commissioner of the Illinois Commerce Commission – the state’s public utility commission – and as former Illinois Governor Jim Edgar’s Assistant for Business and Economic Development.
Dr. Harvill earned his Ph.D. in Economics from the University of Illinois at Chicago, and his Master of Science Degree and Bachelor of Science Degree in Economics from Illinois State University. He was awarded the Crain’s Chicago Business 40 Under 40 Award in 2000 and was selected as a participant in the European Union Visitors Program, the International Leader Program of the European Union. Dr. Harvill is a board member of the Department of Economics at Illinois State University and the Renewable Energy Advisory Board at Illinois State University.
Nina Plaushin
Vice President Federal Affairs

Plaushin brings more than 20 years experience in managing government and regulatory policy at the federal and state levels. Plaushin heads the Washington, D.C., office where she represents ITC before Congress on legislative matters and works with key regulatory agencies, including the Federal Energy Regulatory Commission and the Department of Energy.
Prior to joining ITC, Plaushin served as Vice President of External Affairs at WPPI Energy, a regional power company serving 50 customer-owned electric utilities in Wisconsin, Michigan’s Upper Peninsula and Iowa. In this capacity, she was responsible for federal and state government relations activities for the company as well as corporate communications. She was Director of Government and Regulatory Affairs at Wisconsin-based American Transmission Company, which included regulatory oversight of the company’s environmental and permitting functions. Plaushin also served as Manager of Federal Regulatory Affairs at PPL, an investor-owned utility headquartered in Allentown, Pa., in its Washington, D.C., office.
Plaushin assisted a variety of energy and environmental clients as Vice President at Hill & Knowlton, one of the largest communications consulting firms in the world, and Van Ness, Feldman & Curtis, a DC-based law firm.
Before entering the private sector, Plaushin worked for several members of Congress including Senator Lowell P. Weicker, Jr. (R-CT), Senator Spark Matsunaga (D-HI), and C. Thomas McMillen (D-MD).
Plaushin is active in a number of industry organizations, including the Edison Electric Institute, the Energy Future Coalition, and WIRES, where she serves as Vice President. WIRES is a non-profit working group that promotes a legal and public policy climate that focuses investors, policymakers and the public on the benefits that high-voltage transmission solutions offer for the economy, national security and the energy-consuming public.
Plaushin holds a Bachelor of Arts degree in political science from Drew University in Madison, New Jersey.
